It is also not incorrect to have someone assist in writing papers as long as you follow your institutions guidelines. Which generally means you can have some edit your work but you cannot have someone do your research, findings recommendations etc. They really need to just act like a job site instead of trying to police everyone on areas they know little about. Avoid- if I could give a lower mark and leave a comment I would.
